Principles of deontology – Fluicity
Fluicity is first and foremost the result of a conviction: that a democracy can only be representative and effective if all actors – citizens, non-profit organisations, companies and elected representatives – have a space for dialogue and cooperation. We propose to play the role of intermediary. In order to ensure a constructive and well-meaning debate, we are committed to respecting the principles set out below.
Transparency
We are committed to the utmost transparency regarding our working methods, the composition of our team, our customers, our partners, the management of data and any other subject that citizens are entitled to know about.
Independence
Our financial investors are not involved in politics and in no way interfere with our management work.
Neutrality
Fluicity is a non-partisan organisation. Although we have a real political dimension – we work daily with elected representatives and members of civil society – we are not affiliated to any party. We are an impartial actor and believe that all ideas are worthy of being raised in the context of a democratic debate.
Responsibility
We are required to ensure the proper functioning of our tool so as not to hinder the correct conduct of discussions. We are committed to resolving technical problems as quickly as possible, to prevent any malicious manipulation of our platform, and to protect our users’ data.
Integrity
We guarantee honest management of the platform to our users, in accordance with the reasons for its creation. Our tool is not a medium for populism, demagogy, or political communication.

In order to ensure constructive and well-meaning debate, we ask you to commit to the ethical principles set out below.
Respect
On Fluicity, everyone can express themselves to suggest an idea, report a problem, or simply to share their feelings. We ask citizens to respect any suggestions that may be made on the platform. Tolerance alone enables the exchange of ideas. Also, we encourage our users to develop a well-meaning and non-accusing tone in order to contribute to the general interest.
Honesty
We ask our users to make honest suggestions, which will enable the Local Authority to do its work in the best possible way, and which will ensure calm dialogue between the different actors on the platform.
Responsibility
Every citizen is responsible for the suggestions they make on the platform, and the whole community is committed to making these tools a real space for dialogue and cooperation. It is expected that citizens should adopt a constructive approach, including by proposing concrete ideas that are useful and of general interest. The ideas must be sufficiently detailed to be achievable by actors in the area.
Attentiveness
Citizens commit to listening to each other so that ideas and interactions can be taken forward.
Principles of deontology – Local authorities
In order to ensure constructive and well-meaning debate, we ask you to commit to the ethical principles set out below.
Attentive to all citizens
The Local Authority undertakes to consider all citizens’ ideas, reports and opinions, regarding them in the same manner and as being of the same importance, regardless of which citizens are the authors of those ideas, reports and opinions.
Transparency of decisions
The Local Authority must be transparent in the reasons that motivate the acceptance, or otherwise, of citizens’ ideas and reports. A justification is required.
Appropriate use of the application
Fluicity is not a tool for statistical analysis or for demagogy. The platform aims to promote collaborative governance and engage citizens in the long-term around topics of general interest. In particular, the elected representative should abstain from any action that may interfere with the proper functioning of deliberative/decision-making bodies and any action which, without seeking the general interest, is intended to personally attract sympathy or gain support. Fluicity will not tolerate biased use of the platform under any circumstances.
